Industry will authorise DTT pay per view for all televisions with more than one channel

The Ministry for Industry has presented a Royal Decree draft to the Telecommunications Advisory Council (CATSI) authorising DTT pay per view for all TV channels with more than one channel.

Thus, the new regulation will allow the state DTT public licensees to operate wholly or partially in pay per view modality via conditional access one of the digital channels which belong to them, provided their licence allows operation of more than one channel.

Industry argues measure is being adopted ‘to ensure successful implementation of DTT and improve the television public service for citizens’. In this sense, they explained ‘it was necessary to flexibilise the business model extant till now, based on open broadcasting, and enable state licensees to render the DTT service as pay per view via conditional access". "This model flexibilisation will likewise enable a much wider television offer to be sustained’ they added.

The Telecommunications Advisory Council has also studied another Royal Decree draft setting minimum technical conditions to render this high definition DTT service in the Spanish State. According to the text, any DTT receiver appliances with a screen equal to or exceeding 21 inches launched on the market from 1st April 2010 must incorporate the tuner for high definition broadcasting.
