The unstoppable rhythm of introduction of communications and information technologies (CIT) in our society involves an enormous positive transformation of same, favouring greater quality of life and economic growth. However, it may also be a new source of social division, insofar as access to the new services is closed to some citizens.
An important requirement to ensure universal access to CITs today, is broadband availability. However, liberalisation of the telecommunications sector leaves the provision of infrastructures in the hands of private operators, which includes broadband. This means those areas due to location, population size or other circumstances, providing little or zero profitability are left out of their deployment plans, and requiring the intervention of public powers.
In this sense, the Basque Government has set itself the target of providing the infrastructures necessary for broadband service provision in those towns discarded by private initiative, thereby guaranteeing the principle of universality and favouring development of rural areas.
To this end within the framework of the Basque Plan in the Society of Information, it has agreed to tackle said objective, entrusting its execution to public company ITELAZPI, S.A., in collaboration with Provincial and Local Bodies.
